So if you have trouble getting Wine but are able to get lots of marble, you should get a museum up as soon as possible. Then you can get cts (Cultural treaties) and they are not like wine that run out (but people may cancel them). I prefer this way of making my citizens happy because it doesn't eat up my gold because I need wine and I don't have to supply my towns with wine constantly.
